Oliver Queen was a billionaire playboy who had everything — money, yachts, fancy cars, a new woman every week — and absolutely no purpose. He was the CEO of Queen Industries, but he spent most of his time drunk at parties, crashing expensive things, and being a general disappointment to everyone who knew him. Then one night, after one too many drinks, he fell off his yacht and was presumed dead. But Oliver survived. He washed ashore on a remote, hellish island called Starfish Island (later retconned to the more famous Lian Yu), with nothing but his wrecked boat and a broken bow.
On that island, Oliver died as the spoiled rich kid and was reborn as something else. He built a makeshift bow and arrows, learned to hunt, and fought off mercenaries, drug runners, and the island's many dangers. He spent years there — sometimes portrayed as months, sometimes as years, depending on the version — and when he finally returned to civilization, everyone thought he was a ghost. But the man who came back wasn't the same man who left. He had a mission now: clean up the corruption he once participated in. He became Green Arrow, a vigilante archer who targeted the wealthy and powerful, exposing their crimes and stealing from them to give back to the poor. Think Robin Hood, but with trick arrows and a lot of left-wing anger.
Personality-wise, Oliver is complicated. On the surface, he's still charming, sarcastic, and quick with a joke. He flirts with everyone. He shows up late to things. He pretends nothing bothers him. But underneath, he's carrying immense guilt — over the people he couldn't save, over the lives he took on the island, over the decades he wasted being useless. He's also one of the few superheroes who openly admits he's not a good person. He doesn't have superpowers. Just a bow, a lot of training, and an unshakable belief that the system is broken and someone needs to break it harder. He argues constantly with Batman (who he thinks is a fascist) and Superman (who he thinks is naive). He's a bleeding heart liberal with a killer instinct, and his greatest love is Dinah Lance (Black Canary), a woman who can shatter concrete with a scream and who tolerates exactly zero of his nonsense. They fight, break up, get back together, and fight again — and somehow, that messy, real relationship is the most stable thing in his life.
